Ioannina is the largest city in the Epirus region of northwestern Greece - a place of considerable historical depth, set on the western shore of Lake Pamvotis against a backdrop of mountains. The lake defines the city’s character: the evening promenade along its edge, boats crossing to the car-free island village of Nissi, and the reflections of the Kastro walls in the water make this one of the most atmospheric settings in mainland Greece. Ioannina was the capital of Ali Pasha - the Ottoman Albanian ruler who controlled much of western Greece and Albania in the early 19th century - and his mosques, palace foundations, and the island where he was finally shot are the core of the city’s historical interest.

Lakefront and Promenade
The western shoreline of Lake Pamvotis, directly adjacent to the Kastro walls, is the most atmospheric part of Ioannina. The lakefront promenade (Odos Gavriil Enotita and the parallel waterfront path) runs from the Kastro down to the boat dock for the island, lined with cafes, restaurants, and evening strollers. From here, views across the lake to the mountains and down to the island are among the best in the city. Most of the better accommodation in Ioannina is concentrated within a few minutes of this area.
Budget (€45–80/night): Hotel Esperia (Pyrsinella 4) is a long-established budget option near the centre from approximately €55/night in May. Several small guesthouses near the lake from approximately €50/night offer basic but decent rooms.
Mid-range (€85–160/night): Hotel du Lac (Plateia Mavili 4, lakefront) is one of the most recommended mid-range options - a hotel directly on the lakeside promenade with water views from the better rooms, from approximately €100/night in June. Palladion Hotel (Nikiforou Zervou 1, near the lake) has clean, well-maintained rooms and good value in the mid-range bracket from approximately €90/night. Kastro Hotel (near the old walls) has a good location with fortress views from approximately €85/night.
Luxury (€150–280/night): Politia Hotel (Venizelou 4, near the lakefront) is one of Ioannina’s better boutique options with character rooms and a good restaurant, from approximately €150/night in July. Dion Palace Hotel (further from the lake) offers a more traditional four-star experience from approximately €140/night. For genuine boutique character, several renovated mansions in the historic streets near the lakefront offer self-contained apartment stays from approximately €120/night.
Best for: All visitors - the lakefront is Ioannina’s most desirable area and is the best base for evening walks, the island boat crossing, and the main restaurants. The trade-off is slight distance from the modern city’s transport connections, but taxis cover the centre in under €5.
Kastro (Byzantine Fortress District)
The Kastro is the Byzantine fortified district built on a promontory above the lake - the historical heart of the city, with the Inner Citadel (Itskalé) at its northern end where Ali Pasha’s palace stood. Inside the walls, the 15th-century Aslan Mosque (now a folk museum of Epirus silver and textiles), the Byzantine Museum, and the remains of the Ali Pasha palace tell the city’s layered history from Byzantine through Ottoman periods. The district is residential and quiet - a contrast to the livelier lakefront outside the walls.
Budget: Very limited within the Kastro walls. A handful of rooms in restored houses from approximately €60/night, booked primarily through accommodation platforms.
Mid-range (€90–160/night): Palia Poli Hotel (inside the Kastro walls) is a small hotel with atmospheric rooms in a historic building, from approximately €100/night. The historic character of the setting compensates for smaller rooms. Several characterful rentals operate within the Kastro from approximately €90/night.
Luxury (€160–300/night): A small number of boutique conversions within the Kastro operate at the higher end. The position directly above the lake with fortress wall views makes these properties unique despite their small scale.
Best for: History enthusiasts, return visitors who want maximum immersion in the Ottoman-Byzantine character, and those who value quiet over nightlife access. The Kastro’s restaurants and the lakefront are a 5-minute walk outside the walls.
City Centre (Plateia Pyrrou and Modern Ioannina)
The modern city centre around Plateia Pyrrou (central square, named after the Epirus king Pyrrhus) is Ioannina’s commercial hub - shops, the covered market, cafes, and the main bus station. Hotels here are more business-oriented and less atmospheric than the lakefront, but practical for those arriving by bus or catching early-morning buses to the Zagori villages or Athens.
Budget (€40–70/night): Several city-centre hotels at good-value prices. Hotel Egnatia (Arahovitou 12) is a reliable basic option from approximately €50/night. Xenodocheio Politia (city centre) has clean rooms from approximately €55/night.
Mid-range (€80–140/night): Galaxy Hotel (Plateia Pyrrou area) is a reliable four-star business hotel with consistent standards from approximately €90/night. Acropolis Hotel has similar positioning from approximately €85/night.
Luxury: Limited genuine luxury in the modern city centre. Business hotels dominate this area at mid-range prices.
Best for: Transit visitors connecting to other destinations, those arriving by bus, and travellers who want the cheapest rates and don’t mind being 10 minutes from the lake by foot.
Getting around
Ioannina is walkable between the lakefront, Kastro, and modern centre - the distances are 10–15 minutes on foot. Taxis are inexpensive (centre to Kastro approximately €4–5 as of 2026). The KTEL bus station is in the centre, with services to Athens, Thessaloniki, Trikala (for Meteora), and the Zagori villages. The airport (3km northwest) has daily Athens flights.
